SCGIS Ukraine categorically opposes the adoption of Bill №12089. We urge every Ukrainian to sign the petition to the President of Ukraine to veto this bill!

On March 12, 2025, the Verkhovna Rada adopted Bill №12089, which effectively legalizes the self-seizure of vitally important natural territories. These lands are part of our national heritage and should remain public property belonging to communities and the state. This includes forests, water bodies, coastal protection zones, historical and cultural heritage sites, archaeological sites, and natural reserve fund territories.

The main point of the law is that lands illegally acquired after 10 years can no longer be returned to the state. If less than 10 years have passed, the land can be returned through court, but with compensation to the acquirer for the land’s market value. This means taxpayers’ money will be spent on lengthy court proceedings and additional compensation for dishonest property acquirers.

Over the past two decades, many valuable landscapes and protected areas have been sold off in violation of environmental and land regulations. Consequently, these areas will be impossible to return to community ownership, or attempts to do so will be lengthy and costly.

We consider this bill to be criminal, unconstitutional, and aimed at destroying Ukraine’s nature.
